García Luna’s transfer to ADX Florence marks a new chapter in one of the most serious scandals of corruption and drug trafficking involving a high-ranking Mexican official.
He is the highest-ranking public official from Mexico ever convicted in the United States for collaborating with organized crime.
ADX Florence prison, also known as “the Alcatraz of the Rockies,” houses high-profile criminals such as “El Chapo” Guzmán, Francisco Javier Arellano Félix (Tijuana Cartel), and Juan García Ábrego (Gulf Cartel).
The prison regime enforces extreme isolation: inmates spend 23 hours a day in solitary cells and are allowed only one hour outside for exercise in a cage, under strict supervision.

García Luna was found guilty in 2023 on five charges related to drug trafficking, money laundering, and making false statements.
The U.S. prosecution had sought a life sentence, but Judge Brian Cogan handed down 38 years after considering the defense’s arguments.
Currently, the former Mexican official has begun the appeal process in a final attempt to reduce his sentence.
Meanwhile, he now shares a penitentiary with those he once declared he was fighting.
