According to El Heraldo, the case of the murder of Ukrainian refugee Iryna Zarutska in North Carolina continues to shock the public.
Her alleged attacker, Decarlos Brown Jr., broke his silence from prison and attempted to explain the reasons behind the August 22 attack on a light rail train.
The young woman was fatally stabbed in front of passengers and surveillance cameras that captured her reaction of shock and terror.
Brown was arrested shortly after and taken into pretrial detention, where he now faces first-degree murder charges.

Authorities released transportation system footage showing Brown suddenly attacking without saying a word.
Passengers witnessed the crime in horror, while the victim had no chance to defend herself.
Reports indicate that the Iryna Zarutska murder suspect acted coldly, showing no emotion and having no prior connection to Zarutska.
After his arrest, he began speaking incoherently, revealing a deteriorated mental state.

The accused’s family confirmed that he suffered from paranoid schizophrenia and had shown severe deterioration for years.
His sister Tracey told CNN that he claimed the government had implanted a chip in his body.
That paranoia intensified after he was released from prison in 2022, following a five-year sentence for armed robbery.
Tracey even recalled being a victim of his violence when he bit her and destroyed her front door during a psychotic episode.
Decarlos Brown Jr.’s Disturbing Call from Prison

In a phone call from jail, published by outlets including Daily Mail, Brown tried to explain what happened.
He claimed it wasn’t him who killed Zarutska, but rather “the materials in his body” that forced him to act.
“I hurt my hand when I stabbed her. I didn’t even know her. Scary, isn’t it?” he can be heard repeating.
When his sister asked why he attacked a Ukrainian woman, he responded incoherently, insisting that “the materials” were responsible.
Failures of the Health and Justice Systems
Decarlos Brown Jr.’s mother revealed she had tried to have him admitted to a psychiatric hospital but was unable to because she was not his legal guardian.
Tracey stated that the judicial system ignored the warning signs, even when her brother asked for help.
“We knew what he was going through, and now an innocent woman has lost her life,” she declared with indignation.
Police records confirm that Brown had multiple interactions with authorities regarding his delusions.
Ignored Warnings and a Preventable Tragedy
On January 19, Decarlos Brown Jr. called 911 to report that a microchip was controlling his brain, but officers referred him to a doctor instead.
When no action was taken, he was arrested for misuse of the emergency system.
Two days later, a judge ordered a psychiatric evaluation, but it was delayed for over a year.
Tracey concluded that the tragedy could have been avoided if authorities had acted in time.
